Within the Nezikin, the Sanhedrin focuses on criminal law and punishments

La Guemara (49)

The Mishnah section of the Talmud (i.e., Tractate Sanhedrin) Unfortunately the NT and Josephus do not agree with the rabbinical writings, which seem to assert two Sanhedrins in Jerusalem, one priestly (i.e., Sadducean), controlled by the High Priest and dealing with civil and criminal justice and a second controlled by the Pharisees and scribes, concerned with religious and traditional. 1 quote from Mishnah Sanhedrin 4:9; Yerushalmi Talmud, Tractate Sanhedrin 37a.: 'Whoever destroys a soul, it is considered as if he destroyed an entire world. And whoever saves a life, it is considered as if he saved an entire world. [9,1] Sanhedrin. On the other hand, according to the Talmud (especially Haghighah 2 2), the Sanhedrin is represented as a juridical tribunal of scribes, in which one scribe acted as nasi', prince, i.e. president, and another as 'abh-beth-din, father of the judgment-chamber, i.e. vice-president. So far, it has not been found possible to reconcile these conflicting descriptions (see Literature, below)
